After the EU Elections – Timeline and Opportunities to Influence the Next Political Cycle

As various windows of opportunity to shape the next policy cycle are closing—whether it is the Europarties’ manifestos, the Strategic Agenda, or the legacy documents prepared by the Commission’s DGs—, new ones will open right after the EU elections. It is during this period that the key roles within the Commission and Parliament will be allocated, and political groups will attempt to influence the agenda of the next Commission President.

Who will be running Europe? Unpacking the EU elections results

By 11 June, all results will be in. This will allow us to begin evaluating what political coalitions will be possible in the next EU parliament and envision what the EU may soon look like. After an initial analysis by Professor Alberto Alemanno, the session will be highly interactive, with participants’ Q&A. This is meant to be a first discussion with civil society on the impact of the outcome of the elections on the years to come.

This How-to-Guide provides strategic support to civil society at a time when it must adapt to a new political landscape characterised by the far right’s increasing influence.

It is intended as a tool for internal discussions rather than a prescriptive manual, acknowledging that no universal solutions exist. Historically, civil society has avoided engaging with far-right parties due to value conflicts. While this was a plausible stance when these political forces had a more marginal role, this is no longer the case when their representatives hold key positions, such as EU Commissioners, chairs of European Parliament committees, rapporteurs, and governmental roles in several EU member states.

As the new 2024-29 political environment requires a reassessment of traditional approaches, this How-to-Guide provides guidance on whether and how to weigh the risks against the opportunities for engagement.

On 6-9 June 2024, over 400 million EU citizens will take to the polls to elect the next European Parliament. This promises to lead to a new challenging 2024-2029 policy cycle, presenting both opportunities and uncertainties.

This practical guide outlines the main steps undertaken – as of June 2024 – by each of the different EU institutions to translate citizens’ preferences into political priorities. Its aim is to help civil society better understand and prepare for the post-election period. In particular, the guide offers insights into the main institutional and political dynamics at play, providing the basis to identify opportunities for civil society action.

The makeup of the next Commission will be largely contingent on the results of the upcoming EU elections, as well on key decisions taken by the European Council. However, this is only the tip of the iceberg.
